About Public Housing at PHA:

The Peoria Housing Authority (PHA) owns and operates over 700 units of public housing, located in 8 housing developments. In addition to providing affordable housing to hundreds of Peoria County residents, PHA developments include amenities that are intended to enhance our families' quality of life.

Some of PHA Public Housing Amenities include:

  Eligibility
In order to qualify for Low Income Public Housing an applicant must:
  • Qualify as an individual or family as defined by PHA
  • Have a physical address; P.O. BOX numbers will not be accepted
  • Head of household must be at least 18 years of age at the time of application or an emancipated minor by a court of competent jurisdiction, consistent with state law
  • At the time of admission, annual family income cannot exceed the established income limits according to the maximum income by family size established by the U.S. Department of Housing and Urban Development (USHUD)
  • Applicant and all family members must provide documentation of social security numbers or certify that they do not have social security numbers at the time of eligibility interview
  • Applicant and all family members must meet USHUD requirements on citizenship or immigration status
  • Applicant or any family member who currently owes rent or other amounts to any housing authority will not be eligible until the outstanding balance is paid in full
  • To get working preference, applicant must maintain six (6) months of full-time continuous employment

How To Apply

  • Complete and submit an application
    • Applications can be obtained by:
      • Picking one up at the PHA Administrative Office located at 100 S Richard Pryor Place during office hours (8am- 5pm/CT)
      • Requesting one be mailed to you via telephone (309) 676-8736 ext. 14079
    • PUBLIC HOUSING APPLICATION OFFICE HOURS:
      • Tuesday: 8:30am - 12pm & 1pm - 3pm
      • Thursday: 8:30am - 12pm & 1pm - 3pm
  • All applications must be returned in-person to the Public Housing Eligibility Specialist during PH Application Office Hours
    *Applications cannot be mailed in, dropped off, or left at the front desk
  • When the application is received, it will be date/time stamped and immediately followed by an in-person interview. All adult household members (age 18 and older) must be present at the interview
    *An application will not be accepted and an interview will not be granted if all adult household members are not present at time application is submitted
  • When submitting an application please remember:
    • Allow time for an interview when your application is submitted
    • Make sure you have a fully completed application and have all required documents with you
      *If any documents are missing or the application is not complete, it cannot be processed by the PHA
  • Placement on the Waitlist
    • If you are added to the waitlist, you will be notified when your name comes to the top of the list or if we are updating our files
      • PLEASE NOTE: If you do not respond to a waitlist notification or if your letter is returned as undeliverable, your name will be removed from the waitlist and you will need to re-apply
      • If your address or contact information changes, it is your responsibility to update your application with the new information

  Required Documents
  • Certified birth records for ALL members of the household
    *Hospital copies will NOT be accepted
  • Social Security cards for ALL members of the household
  • Photo ID of ALL members 18 years of age and older
  • Proof of assets
    • Stocks, bonds, savings, real estate, checking, etc.
    • Documentation, as applicable, to verify assets
  • Proof of income for all members of the household including but not limited to:
    • Employment
      • Employer(s) name, mailing address, phone and fax number for verification
      • Five most recent and consecutive paycheck stubs
    • Pension, Social Security, SSI, etc.
      • Current award letter and/or documentation
    • Child support, TANF/Public Aid, or unemployment benefits
      • Documentation to verify amounts received
    *ALL INCOME MUST BE REPORTED AND VERIFIED*
  • Other documents as applicable
    • Marriage license, divorce decree, official separation papers, custody papers,etc.

Providence Pointe, formerly Taft Homes

Originally constructed in 1952 to serve as temporary housing for veterans of the Korean War, the Taft Homes has served as an affordable housing option and as a community hub for many families in Peoria. For over twelve years PHA has pursued redevelopment discussions of Taft Homes, and we are very excited to announce that construction for the newly named Providence Pointe is now underway! The $43 million redevelopment project features modern, quality, affordable housing for area families, with 142 brand new rental units, two community centers, a playground area, and green space.

Although some families relocated to alternate locations during the redevelopment, many families remain on site. Once construction is complete, on-site families will transition into the new homes. The first phase of homes are expected to be ready by Spring 2023!

Scattered Sites

"Scattered Sites" is the term used to describe individual housing units located throughout Peoria that are owned by PHA. Scattered Site residents mix with private renters and homeowners in their neighborhood and blend into the surrounding community. We cannot guarantee all amenities with the units, but some of the most common amenities include:
